The Maritime Situation Awareness (MSA) demonstrator provides a network-enabled capability in support of maritime and joint operations. The current MSA system (version 2.1) is capable of ingesting information from National, Industrial and open sources to compile an RMP. The strongest part of the MSA system is the automatic anomaly detection which significantly helps operators in processing large amounts of information in a short period of time. In line with provision of the MSA CD Plan, Phase I is completed with the demonstration which occurred in December 2010. The System is based on the Baseline for Rapid Iterative Transformational Experimentation (BRITE) software ver. 2.1.1, which is a set of integrated web-based command and control services fully compatible with NNEC tenets, providing NATO Commands and forces with the Recognized Maritime Picture (RMP) for “White” Shipping while running on special dedicated servers and computers. A dedicated resource is required to operate and maintain the software maintenance facility for MSA and to provide the 2nd and 3rd level support for the supported sites. Failure to fund this resource will mean that NCIA cannot continue to offer support to customers and provide bug fixes to software. MSA has been high in importance on the NATO maritime environment for some time. In the 2009 BI-SC Priority shortfall Areas document which provided the Alliance with a compilation of capabilities to improve mission effectiveness and interoperability in the near, mid and long terms; MSA was ranked 23 in the Tier 1 list of priorities. An MSA demonstrator (prototype) is deployed and operational at HQ MC Northwood and is now being used for operational purposes in support of the Sea G uardian operation.
Software Engineer Essential Skills: Systems development - Programming/software development:
-Experience in all Lifecycle aspects of Information Systems to achieve effective system development and deployment.
-Proven capability of converting evolving operational requirements into Information Systems requirements.
-Extensive knowledge of System Analysis principles to direct and guide Information Systems development.
-At least 5 years demonstrable experience developing software using Java as well as experience developing UNIX Scripts.
-Broad and sound technical knowledge and experience in distributed Information Systems as they are applied to the modern management information and Command and Control Information Systems to include:
-Experience in the design and implementation of WEB based applications.
-Experience in the design a nd implementation of SMART agents.
-Experience in designing and administering Relational Databases.
-Detailed knowledge of architectural design as applied to computer systems.
-Recent experience with the design development or maintenance of systems built with the Service Oriented Architecture.
-Experience and knowledge of the MSA BRITE prototype
-Experience with PostgreSQL D BMS.
-Experience with version control in a CM environment (Subversion) and/ or Team Foundation Server/Explorer.
-Experience of systems support and maintenance in the NATO environment.
-Experience in GIS Systems technologies and protocols.
