    Responsibilities

    Provide the necessary project management expertise, with an underpinning operational background, for the implementation of the Air Command and Control System (ACCS) Addendum 3 System Adaptation (SA) project in the AMDC2 portfolio;

     

    • Lead the operational user involvement in the development, testing and validation of the new capabilities/functionalities for the ACCS Addendum 3 SA project
    • Act as senior operational representative and provide user expertise in all ACCS Addendum 3 SA project activities
    • Capture, analyse and manage, in cooperation with the operational community, the operational and user requirements derived from the new Air C2 Concept of Operations (CONOPS) and Concept of Employment (CONEMP) and provide support to the Engineering Branch to translate these into system and information exchange requirements
    • Capture, analyse and manage, in cooperation with the operational community, the new Human Machine Interface (HMI) requirements to effectively support the operational workflows identified in the CONEMP for Air Breathing Threat (ABT), Ballistic Missile Defence (BMD) and Integrated Air and Missile Defence (IAMD) operations and functionalities. Provide support to the Requirements Management and Engineering Branches to translate these into system and information exchange requirements
    • Organise and support workshops with the operational community to capture the requirements mentioned in the two sub-paragraphs above as directed by the Project Manager
    • Support the User Assessment Test (UAT) objectives definition and support the validation and verification of requirements with stakeholders through prototyping, experimentation and operational exercises; - Support the transition to operations of the ACCS Addendum 3 SA
    • Work within schedule and affordability constraints, covering interoperability, reusability, reliability, supportability, testability, and other programmatic constraints
    • Coordinate with SHAPE, National Experts (NATEXs), and with the AMDC2 Project Implementation, Engineering, and Service Delivery Branches
    • Maintain familiarity with the AirC2 systems design and liaising with requirement owners to coordinate guidance on the possible system impacts of operational decisions and requirements change
    • Keep the Section Head and/or Branch Chief informed of progress and issues that may arise in the area of the operational user involvement in the project
    • Performs other duties as may be required.

    Qualifications

    Education:

    • A Master of Science (MSc) degree at a nationally recognised/certified University in a related discipline and 8 years post-related experience;
    • Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject with 10 years post related experience;
    • Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities
    • or experience of relevance to this post, or with military experience in Air Operations

    Qualifications:

    • Extensive recent experience in Air C2 operations at JFAC and/or (C)AOC level; - A good understanding of the NATO Command Structure and Air C2 procedures for planning, tasking and execution of air and missile defence operations
    • Proven experience in the use of computer-based support tools with an emphasis on Microsoft Office, requirements management tools, and support tools
    • Proven ability to effectively communicate orally and in writing, with excellent briefing skills and the ability to produce clear and concise reports.

    Desirable Experience and Education:

    • A minimum of 5 years’ experience in the use of legacy Air C2 systems;
    • Knowledge of NATO Air and Missile Defence Command and Control systems;
    • Knowledge of the NATO Integrated Air and Missile Defence environment;
    • Prior experience of working in an international environment comprising both military and civilian elements;
    • Knowledge of NATO responsibilities and organization, including ACO and ACT.
